every time i click a footnote on a website and it turns out to work via some javascript bullshit rather than good old fashioned html (and therefore using the 'back' button doesn't take me back to where i was on the page before clicking the footnote) i die a little inside

There's exactly one site whose handling of footnotes I find basically-adequate, and that's Wikipedia. It has ordinary HTML footnotes for use as desired, but then also the footnote displays on hover over the footnote linik, so I can just read the on-hover version and not need to actually use the HTML link (which I used to find a bit bothersome effort-wise, back when it was necessary, because it forced me to reorient my position on the page each time I jumped).

You are both correct, this is the objectively correct way to do footnotes.
