So, is Oscar a new muppet Tully or had he shown up before and I just didn't notice?

(House Tully had a whole string of lords named after muppets: Grover Tully, his grandson Elmo Tully, and Elmo's son Kermit Tully. Apparently Kermit had a brother named Oscar, at least as of Fire & Blood. Possibly also earlier, but I can't find any prior reference to him)
